Council on Resolutions
Rotary International empowers Rotarians to suggest to the Council on Resolutions (the “Council”) policies or procedures proposed in the form of a resolution for ultimate vote by the RI Board or Foundation Trustees. On November 15, 2025, District Rotarians received my e-mail with the results of the last vote of the Council which closed November 1, 2025. Rotary International just issued its summary of those results which can be found at 2025_Council_on_Resolutions_Report_of_Action_EN.pdf. How does a Rotarian propose a resolution?
Proposed resolutions should address processes or policies of the Rotary world, rather than its structure. Proposed resolutions should request the Board or Trustees to take action. Proposed resolutions are drafted in two parts: (i) a preamble of supporting information which argues for the resolution and (ii) the action itself, including that the proposer wants the Board or Trustees to take the action.
The best proposals include the proposed action to be adopted by the Board or Trustees. A Rotarian drafts a proposed resolution for adoption first by the Rotarian’s Club, then by District 7430. After the District action, the proposer attaches the Club endorsement and causes the District Governor to supply the DG Endorsement. Proposed resolutions should be submitted to RI within 45 days of DG Endorsement.
The proposed resolution is submitted to RI by June 30. RI submits the proposed resolution to the Constitution and Bylaws Committee to rule out defects. If deemed defective, the proposer may submit it for a later Council on Resolutions. If the Committee submits the proposed resolution to the Council on Resolutions, a positive vote sends it to the Board or Trustees for a possible vote. Learn more at Councils | My Rotary.
Your proposed resolution must be submitted to RI by June 30, 2026 for consideration by the COR scheduled in October 2026. The COR votes annually on proposed resolutions submitted on this schedule.
